▽背景

対ミャンマー経済制裁が2011年に緩和された結果、何万台もの自動車が市内の道路に急増し、それ以来数年にわたりヤンゴン（人口700万人）は大規模な交通渋滞に直面してきた。

道路交通量が多いため、ヤンゴンでは常に車両渋滞が発生した。市内の道路上の車両台数は2007年の約18万台から2014年にはほぼ倍増した。大規模な交通渋滞と不十分な運転レベルの結果、2013年には約3000件の車両衝突と506件の死亡事故が発生した。

Yangon City Development Committee（ヤンゴン市開発委員会、YCDC）は、交通量激増により、赤信号無視や違法なUターンなどの交通法規違反が増加し、渋滞や事故のリスクが高まったと結論付けた。YCDCはこれらの問題に対処するため、効率的なテクノロジーベースのソリューションを提供する企業を選定する入札を実施した。

落札したChina Railway 21st Bureau Company LtdはHikvisionをベースにした交通管制ソリューションを推薦した。Hikvisionは、技術コンサルタントとしてDICTCS（Design, Installation, Commissioning of Traffic Control System）プロジェクトを担当し、China Railway 21st Bureau Company LtdおよびYCDCと協力して、システムの性能、シームレスな運用および将来の拡張性を保証する交通管制ソリューションを詳細に練り上げた。

▽現場で実証済のテクノロジー

Hikvisionは都市全体の交通システムを管制するため、交通管制アプリケーション用に特別に設計された同社のITS（intelligent Video Management System）を供給した。業界をリードするこのプラットフォームは、車両チェックポイント、違反探知、ビデオ監視、違法駐車探知、交差点制御、データ統合を一体化している。

交通信号のある154の交差点で採用されている交通管制システムの中心となるのは、管理、データベース、ストリーミング、ストレージ、交通イベントおよび交通機器にサービスを提供するデータサーバーで構成されるHikvision ITS Comprehensive Control Platformである。

市内全域のポイントでより良い交通の流れを確保するため、複数の交通ルールを実施する目的でTraffic Signal Controllerテクノロジーが使用される。違反車両がITS装着チェックポイントを通過すると、システムは写真に記録し、LPRや速度値を含む重要データを証拠画像に自動的にリンクさせる。

車両速度は、レーダーないし道路区間分割によって取得され、Running Red Light Detection Systemによってスムーズな交通の流れが確保される。Hikvisionカメラ・テクノロジーはTraffic Light Signal探知と連携して、違反通知に使用される画像を使って信号違反の証拠ビデオを提供する。同テクノロジーはまた毎日24時間、ヤンゴンの交通の流れの質を監視する。

▽交通違反の探知

ヤンゴンでは、Illegal Parking Detection Systemによる駐車監視のために、Hikvisionカメラが採用されている。交通速度ドームカメラは違法駐車車両の画像を記録し、同システムは交差点不正利用、逆走運転、車線逸脱、禁止された車線変更、車線横断、トラフィックカウントおよび逆走運転の探知などの一般的な交通違反を管制することができる。

同システムは交通渋滞のホットスポットを軽減し、現在の交通状況を道路利用者に提供し、道路沿いの巨大なTraffic Guidance Displayモニター上で交通の流れを伝える。

Yangon goes live with Hikvision Traffic Management Solution

Hikvision, the world's leading supplier of video surveillance products and

solutions, is ensuring safe vehicle flow and helping to improve driving

standards in Yangon, Myanmar (formally Burma), via an intelligent wide-area

integrated traffic management solution installed across the entire city.

The background

As a result of economic sanctions on Myanmar being eased in 2011, a rapid

build-up of tens of thousands of vehicles moved on to the city's roads and in

the years since, Yangon, (population 7 million) has experienced major traffic

congestion.

The heavy traffic on Yangon's roads resulted in regular vehicle gridlock and in

2007, there were approximately 180,000 vehicles on the city's streets, by 2014

that number had almost doubled. As a result of the major traffic jams and poor

driving standards, in 2013 the city experienced nearly 3,000 vehicle collisions

and 506 related fatalities.

The Yangon City Development Committee (YCDC) found that the intensified traffic

flow led to increased traffic rule violations, such as jumping red lights and

illegal U-turns -- resulting in increased congestion and greater risk of

accidents. To address these issues, YCDC issued a tender inviting companies to

provide an effective technology based solution.

The winning bid by China Railway 21st Bureau Company Ltd, recommended a

Hikvision based traffic management solution. Acting on the DICTCS (Design,

Installation, Commissioning of Traffic Control System) project as a technical

consultant, Hikvision worked with China Railway 21st Bureau Company Ltd and

YCDC to detail a traffic control solution that would guarantee the system's

performance capability, seamless operation and future-proof expansion.

Field-proven technology

To control the city-wide traffic system, Hikvision supplied their ITS

(intelligent Video Management System), designed specifically for traffic

management applications. The industry-leading platform integrates vehicle

checkpoints, violation detections, video surveillance, illegal parking

detection, intersection control, and data integration.

Central to the traffic management system employed at 154 traffic light

controlled junctions, is the Hikvision ITS Comprehensive Control Platform,

consisting of data servers servicing Management, database, streaming, storage,

Traffic Event and Traffic Devices.

Ensuring better traffic flow, at points across the city, Traffic Signal

Controller technology is used to enforce multiple traffic rules. When a vehicle

in violation passes an ITS-equipped checkpoint, the system captures a photo and

automatically links significant data, including LPR and speed value to the

evidential image.

Vehicle speed is captured by radar or by segmenting road sections, and smooth

traffic flow is ensured by the Running Red Light Detection System. Working in

conjunction with Traffic Light Signal detection, Hikvision camera technology

provides evidential video of traffic light violations, with images used for

violation notification. It also keeps an eye on the quality of the city's

traffic flow 24/7.

Violation detection

Hikvision cameras are employed in the city to monitor parking via the Illegal

Parking Detection System. Traffic speed dome cameras capture images of any

vehicle illegally parked and the system is able to manage common driving

violations, such as intersection abuse, wrong-way driving, direction

deviations, prohibited lane changes, crossing lanes, traffic counting, and

reverse driving detection.

Relieving traffic congestion hot spots, the system supplies road users with

current traffic status, reporting traffic flow on giant roadside Traffic

Guidance Display monitors.

Data drives better behaviour & traffic flow

Invaluable system data allows the traffic management team to reduce

bottlenecks, improve traffic flow and ensure the best road-user travel

experience. Citywide road network camera surveillance is displayed in the

control room on a Hikvision HD LCD video monitor wall.
