広東省が「グローバル観光」推進地域の創設促進で「8大運動」を展開

【広州（中国）2017年2月9日新華社＝共同通信JBN】広東省は2016年から、「アトラクション観光」から「グローバル観光」への転換を推進する中国国家観光局の計画に従い、名所観光、ショッピングなどを含むフルスケールの旅行体験を意味するグローバル観光の構築に迅速に着手。省内の深セン、珠海、中山、江門市開平、台山、恵州市の博羅県および竜門県を含む14の市と県をグローバル観光のブレークスルーに選定した。広東省内全域のあらゆるレベルの観光部局がグローバル観光の構築への努力を強化、従来の観光を体験・レジャー旅行へと導く製品の供給を積極的に増やしている。

広東省観光局（Guangdong Tourism Administration）は現在、グローバル観光の構築を促進するため「8つの運動（措置）」に注力している。第1は、これら14の市および県の首長に省観光局の名前で書簡を送り、グローバル観光構築作業の標的、任務、指標、条件を定め、これらの地域での開発と受け入れを推進するよう求めることである。第2は、個々の創設される対象に対しその達成度を適時要約し、報告するよう求める調査を実施し、問題点を分析し、対策を論議することである。第3は、広東省観光システムのビデオ訓練プラットフォームの支援による訓練を組織することである。国家観光局の幹部や専門家がこの創造的作業のガイドラインや基準を説明するために招かれる予定だ。第4は、省レベルのグローバル観光推進地域の1グループを公表することである。他方、14の国家レベルの推進地域とそのほかの湛江市、河源市、肇慶市、増城区、高明区、乳源ヤオ族自治県など24の市や県を省の創造的作業に組み入れることだ。第5は、第1級の景勝地に対しては、評価、投資招致および財政援助の面で特別の支援を与える一連の政策を採用することである。第6は、Southern Daily やChina Tourism Newsのような活字メディア、広東ネットワーク、サザンネットワーク、sina.com 、we-mediaのようなオンライン・メディアなどのメディアをフル活用することである。典型的な行為や体験は幅広く流布されるべきである。また現地政府の幹部の独占インタビューも掲載されるだろう。第7は、高度な体験をまとめ、共有するための促進会議を開催することである。最後の第8の措置は、すべての地域での創造的作業を向上させるために特別の監督活動を組織することである。

Guangdong Takes "Eight Major Moves" to Promote the Establishment of Global Tourism Demonstration Zones

Since 2016, Guangdong in accordance  with arrangement from the National Tourism

Administration, which promotes changes from "attractions tourism" to "global

tourism", quickly initiates the establishment of global tourism, which means a

full-scale experience of travel including sightseeing, shopping and so on,

taking 14 cities and counties as a breakthrough including Shenzhen, Zhuhai,

Zhongshan,  Kaiping in Jiangmen, Taishan, Boluo County and Longmen County in

Huizhou. The tourism departments at all levels across the province step up

efforts to create a global tourism and actively increase the supply of products

to guide the traditional sightseeing to experience and leisure travel.

At present, Guangdong Tourism Administration is to focus on "eight moves" to

promote the establishment of global tourism. Firstly, send a letter to mayors

of those 14 cities and counties in name of provincial tourism administration to

define target, assignment, indicators and requirement of establishment work,

and drive development as well as acceptance work in those areas. Secondly,

carry out an investigation to urge the creation units to sum up achievements

timely, analyze problems and discuss measures. Thirdly, organize training with

the assistance of video training platform in our tourism system. Leadership and

experts from the National Tourism Administration will be invited to interpret

guidelines and standards of creation work. The fourth move is to publish one

group of provincial-level global tourism demonstration areas. Meanwhile, bring

14 national demonstration areas and another 24 cities and counties, including

Zhanjiang, Heyuan, Zhaoqing, Zengcheng, Gaoming and Ruyuan, into provincial

creation work. The fifth is to adopt a series of policies to give extra support

to A-level scenic spots in assessment, investment invitation and financial

support. The sixth is to make full use of media, including the print media,

such as Southern Daily and China Tourism News, online media such as Guangdong

network, Southern network and sina.com as well as we-media. Typical deeds and

experience should be widely spread. Also there will be exclusive interviews

with principals in local government. The seventh is to hold a promotion meeting

to summarize and share advanced experience. The last move is to organize a

special supervision activity to improve creation work in all areas.
