パンダの四川省が中国開放政策の最前線に

愛くるしいパンダは間違いなく中国奥地の四川省にとって「世界に向けた名刺」の役目を果たしている。しかし、9月28日、中国外務省と四川省が共同で主催した「国際振興カンファレンス」の場では、出席した政府高官は四川が世界に向けて提供するものとして新たな開発の機会にパンダより高い優先順位を与えた。

会場のビデオ上映で紹介されたのは四川料理、四川刺繍、九寨溝、成都天府ソフトウェアパーク、四川省のフォーチュン500社企業、その他100の四川省に関する事柄だった。四川省長の尹力氏は世界中から参列した数百人の外交使節、メディア関係者の前で「Sichuan, more than pandas（パンダだけではない四川）」と高らかに宣言した。

フランスと同程度の広さを持つ中国南西部の四川省はすでに多くの経済的な成果を挙げており、常にパンダと四川料理を引き合いに出されることに満足せず、中国に持続的な経済発展をもたらす主要な原動力となる省の1つと呼ばれたいと考えている。このことは公表された統計によっても確かめられており、四川全体の経済は何年にもわたって中国西部地域の中で抜きん出ている。大きな経済危機に見舞われた今年前半においても、四川は7.5%の経済成長を維持することに成功し、国全体より0.8%高い成長を達成した。さらに、同省の成長推進力および先行効果は近隣の各省にも大きな影響を与え、全体として4億人近い巨大マーケットが出現した。

四川省は元中国国家主席で改革・開放を中心となって計画したトウ小平氏の故郷であり、また、経済改革政策を実際に導入し、優れた結果を出した最初の省のひとつでもある。

改革によって成長した四川省はまた、国際化のレベルでも中央、西部の諸省を凌駕している。中国共産党四川省委員会書記で同省最高指導者である王東明氏によれば、四川省は世界のApple製タブレットおよびラップトップ用チップ生産の半分を占め、毎年何百万台におよぶフォルクスワーゲン、ボルボ、トヨタ、その他の車を製造している。四川省には多くの国際協力開発区が設置され、「フォーチュン500」企業316社が進出、さらに16の外国領事館が置かれるなど、世界216カ国・地域と経済・貿易協力を行っている。

四川省は昔から険阻で危険な道路や交通の不便さで知られている。しかし、現在では高度に発達し国際化された立体的交通網を構築した。四川省都の成都から出発する中国－欧州貨物列車は欧州までの輸送時間を10日に短縮し、中欧間で最速の直行貨物便になった。四川と5大陸をつなぐ約100の航空路は乗客スループット合計で4200万人に達し、欧州の交通ハブであるフランクフルトをはるかにしのいでいる。現在建設中の新空港が完成すれば四川は北京、上海と同じく2空港を持つことになり、中国の「空のトライアングル」を構成する。これは中国の開放を全体的にサポートし、中国西部をさらに世界に近づけることになる。

王書記はまた、四川は奥地から中国開放の最前線へと変貌し、例のない多様な機会や世界との協力スペースの創出につながったと述べた。

王毅中国外相は、四川は東部から西部へ、沿岸地方から奥地へと広がる中国の開放政策導入のひな形であり、広い意味の中国の開放、国際協力機会の進展という全体像の見本でもあると述べた。

同日の「四川日報」は新たな世界経済発展のパターンについて「世界は東進し、中国は西進する」とした記事を掲載した。同紙は、エネルギーに溢れる四川は西部地区開発のリーダーとして国際的な経済成長に向けた新たな機会を創出するだろうとコメントした。

Sichuan, Home of Pandas & a New Forefront of China's Opening-up

The lovely panda is undoubtedly the "international name card" of Sichuan,

inland province of China. However, at the International Promotion Conference,

jointly-hosted by Chinese Ministry of Foreign Affairs and Sichuan Province on

September 28th, officials gave higher priority to the new round of development

opportunities Sichuan presented for the world.

A video clip played at the venue showed the Sichuan cuisine, Sichuan

embroidery, Jiuzhaigou Valley, Chengdu Tianfu Software Park, Fortune 500

companies in Sichuan and other 100 Sichuan elements. Joined by hundreds of

foreign diplomatic envoys and media guests from around the world, Yin Li,

Governor of Sichuan, emphasized that, "Sichuan, more than pandas".

With various economic achievements accomplished, Sichuan, a province southwest

of China with an area equivalent of France, is no longer content with only

being referred with pandas and foods, but more willing to be referred as one of

the major driver provinces for Chinese sustained economic growth. This is true

according to the released statistics while the economic aggregate of Sichuan

has been leading the western China for several consecutive years. Sichuan even

managed to maintain a 7.5% of economic growth, outpaced the nation by 0.8%, in

the first half of this year with greater economic difficulties. Moreover, it

exerted major driving and leading effects on neighboring provinces providing

services for a huge market of about 400 million people.

Sichuan is the hometown of Mr. Deng Xiaoping, the late Chinese President and

Chief designer of China's reform and opening up, and is also among the first

provinces to implement economic reform policies and achieve outstanding results.

Driven by reform, Sichuan also tops the central and western provinces in terms

of  the level of internationalization. According to Wang Dongming, the top

leader and Secretary of Sichuan Provincial Committee of CPC, Sichuan produces

half of the world's Apple tablets and laptop chips as well as millions of

Volkswagen, Volvo, Toyota and other vehicles every year. Sichuan builds a host

of international cooperation parks, has 316 Fortune 500 companies and 16

foreign consulates and conducts economic and trade cooperation with 216

countries and regions.

Sichuan is known for its rugged and dangerous roads and inconvenient

transportation since old times. But now, it has built a developed and

internationalized stereoscopic traffic network. The China-Europe freight trains

starting from Chengdu, capital of Sichuan, shorten the trip to Europe to 10

days and become the fastest direct freight trains from China to Europe. There

are about 100 international air routes connecting to the five continents with a

total passenger throughput of 42 million, far outweighing Frankfurt, the

European transportation hub. The new airport under construction will make

Sichuan a city with dual airports like Beijing and Shanghai to form an

"Aviation Triangle" in China providing supports to the overall landscape of

China's opening up and bringing western China and the world closer.

Wang also said that Sichuan has transformed from a hinterland into the

forefront for China's opening up thus creating various unprecedented

opportunities as well as vast cooperation space with the world.

Wang Yi, Chinese Foreign Minister, said that Sichuan is a miniature of China's

implementation of opening up policies moving from Eastern to Western areas and

from coastal to inland areas and is also a showcase of the grand picture of

China's wider opening up and increasing international cooperation opportunities.

On that day, Sichuan Daily summarized the new pattern of global economic

development as "World goes East while China goes West". It commented, as a

leader of development for western areas, an energetic Sichuan will create new

opportunities for international economic growth.
