【ニューデリー2016年9月27日PR Newswire=共同通信JBN】2017年4月1日に商品サービス税(GST、消費税)を導入するというインド政府の計画は、プラナブ・ムカルジー大統領が政府にとって最重要なGST法案にこのほど署名したことで実現に1歩近づいた。待望のGST法案は、インド人民党(BJP)支配のアッサム州を皮切りに16州以上が批准したことを受けて大統領が署名し、今や法律になった。

GST導入は税制を簡素化するだけでなく、税法順守の拡大を促進して税収を増やし、消費者の税負担を削減、輸出競争力を強化し、断片化を解消する国内商品サービス市場を与える。

間接税制の簡素化を図る商品サービス税は、製造・通商業界に息抜きをもたらすとみられている。サービスはGST税率次第で高くなるかもしれない。

あらゆる商品サービスには単一のGSTだけが課せられる

▽商品サービスへのGST税率は歳入中立税率(RNR)に基づく

*日本 8%

*ドイツ 19%

*カナダ 5%

*スウェーデン 25%

*フランス 19.60%

*シンガポール 7%

*ニュージーランド 15%

*オーストラリア 10%

GSTは共通のインド市場を創出し、商品サービスのコストに対する税のカスケード効果を減じることから、インド経済の「ゲームチェンジャー」になる可能性がある。それは税制、税負担、税額計算、納税、法令順守、クレジット利用、報告に影響を与え、現行の間接税制の全面的見直しに道を開くものである。

Is GST in India a Game Changer?

The Indian Government's plan to roll out Goods and Services Tax (GST ) from

April 1, 2017, has moved an inch closer to reality with the Hon'ble President

Shri. Pranab Mukherjee signing the Government's flagship  GST Bill recently.

The much-awaited GST now becomes a law with President signing the GST Bill

after more than 16 States (BJP-ruled Assam being the first one) ratified it.

The introduction of GST is expected to not only make the tax system simpler but

also help increased tax compliance, boost tax revenues, reduce the tax outflow

in the hands of the consumers, make exports competitive and provide an

unfragmented national market for goods and services.

Goods and Services Tax which aims to simplify the indirect tax regime largely

seems to bring in a breather for manufacturing and trading businesses, services

may become expensive depending on the GST rates.  

Only single Tax GST will be levied on all the Goods & Services.

GST has the potential to be a 'game changer' for the Indian economy by creating

a common Indian market and reducing the cascading effect of tax on the cost of

goods and services. It will impact the tax structure, tax incidence, tax

computation, tax payment, compliance, credit utilization and reporting, leading

to a complete overhaul of the current indirect tax system.
