アラブ首長国連邦副首相・大統領府大臣のシェイフ・マンスール・アル・ ナヒヤーン殿下は、乾燥・準乾燥地域の降雨量を増やし、水の安全保障推進を目指すUAE降雨強化研究プログラムが世界中から高い関心を集めていることを称賛しました。

同プログラムには、45か国、180の研究機関に所属する研究者398人から91件の提案が寄せられました。オーストリア、アゼルバイジャン、べラルーシ、ベルギー、カナダ、コロンビア、エジプト、グルジア、ハンガリー、メキシコ、カタール、サウジアラビア、セルビア、スウェーデン、トルコのような国々のアカデミー会員など、広範な地域から参加しています。
プログラムの進展を称賛するなかで、シェイフ・マンスール・アル・ ナヒヤーン殿下は、「UAEは水の安全保障という重要課題に対処する代替手段を見つけるため、引き続き世界の一流の研究者たちの連携を促進します。UAEの降水強化科学研究プログラムは、降水強化科学の分野における世界的な科学共同研究、イノベーションおよび卓越性の拠点として台頭しつつある同国のコミットメントの表れです」と述べました。
殿下はまた、「この取り組みに集まった世界の注目は、科学研究を国のイノベーション戦略の柱と考えるUAEのリーダーシップを実証するものです」と付け加えています。
今年の91件の事前提案のうち、米国が16件でトップを占めており、11件のUAEがこれに続きます。他にロシア、インド、英国がそれぞれ7件、5件、4件の僅差でこれを追い、さらにドイツ、イタリア、エジプトが続きます。
今後数か月かけて国際審査委員会が提案を審査します。一次選考に残った候補者は5月17日に発表されます。本提案の提出締め切りは、2016年8月17日午前零時です。
第1期募集では、151の研究機関に所属する34か国325人の科学者が、プログラムに参加しました。村上、ゾウ、ウルフマイヤーの各教授率いる日本、UAE、ドイツの研究チームが第1期の受賞者に選ばれました。
UAE降水強化科学研究プログラムについて
UAE大統領府の取り組みであり、国立気象地震センター(NCMS)が監督するこのプログラムでは、3年間にわたって付与される500万米ドルの助成金を、2段階の成果評価で選ばれ入賞した最高5件の研究提案で分配します。

His Highness Sheikh Mansour Al Nahyan, Deputy Prime Minister of the UAE and
Minister of Presidential Affairs, has commended the high level of interest from
around the world for the UAE Research Program for Rain Enhancement Science that
aims to increase rainfall in arid and semi-arid regions and promote water
security.

The Program received 91 submissions from 398 researchers affiliated to 180
institutes from 45 countries. It witnessed a widened geographical
participation, including academicians from countries including Austria,
Azerbaijan, Belarus, Belgium, Canada, Colombia, Egypt, Georgia, Hungary,
Mexico, Qatar, Saudi Arabia, Serbia, Sweden, and Turkey.
Lauding the progress registered by the Program, His Highness Sheikh Mansour
Al Nahyan said: "The UAE continues to prompt cooperation among the world's
leading researchers to find alternatives to addressing the pressing challenges
of water security. The UAE Research Program for Rain Enhancement Science
demonstrates the nation's commitment in emerging as a hub for international
scientific collaboration, innovation, and excellence in the field of rain
enhancement science."
He added: "The global attention that surrounds this initiative is a
validation of the UAE's leadership in embracing scientific research as a key
pillar of the country's innovation strategy."
Among the 91 pre-proposals this year, the United States topped the list
with 16 submissions, closely followed by the UAE with 11. Other submissions
from Russia, India and the United Kingdom numbered 7, 5 and 4 respectively,
followed by Germany, Italy and Egypt.
In the upcoming months, submissions will be evaluated by an international
reviewers committee. Shortlisted candidates will be announced on May 17. The
close of deadline to submit full proposals will be midnight of August 17, 2016.
In its first cycle, the Program drew the participation of 325 scientists
from 34 countries, affiliated to 151 organizations. Research teams from Japan,
UAE, and Germany led by professors Murakami, Zou, and Wulfmeyer were named
awardees of the first cycle.
About the UAE Research Program for Rain Enhancement Science
An initiative of the UAE Ministry for Presidential Affairs and overseen by
the National Centre of Meteorology and Seismology (NCMS), the Program offers a
grant of US$ 5 million over a three-year period to be shared by up to five
winning research proposals, selected through a two-stage merit review process.
