エネルギー大臣は、昨年合意されたG20エネルギー原則に基づいて今日と将来のエネルギー課題に取り組む包括的エネルギー提携に重点を置きました。

G20議長国トルコの包括性、投資、実行の優先課題に沿って、下記の問題が取りあげられました：

万人のためのエネルギー・アクセス

現在電気を利用できずに暮らしている1億1000万人以上の人口のうちの大半が、サブサハラアフリカに集中しています。エネルギー・アクセスは、持続可能な開発のための2030年アジェンダで定義されているように、持続可能な開発にとって非常に重要です。このアジェンダへのG20の貢献の一環として、新しい「G20エネルギー・アクセス・アクションプラン：エネルギー・アクセスに関する自発的提携」が採択されました。SE4All（Sustainable Energy for All：万人のための持続可能なエネルギー）、アフリカのステークホルダーおよびその他国際機関のステークホルダーの支持を得て作成されたこのプランは、特にサブサハラアフリカを中心とした、調整・投資・地域統合・能力構築に重点を置いています。

市場の現況に沿ったエネルギー投資

エネルギー投資は、全投資需要において高い比率を占めています。IEA（国際エネルギー機構）によると、世界のエネルギー需要を満たすには、2035年までに及ぶ48兆ドルの投資が必要です。今日の市場状態の中で決定されたエネルギー投資は、将来の市場バランスと環境的成果に影響を及ぼすものと見られ、状況を監視・評価することが重要です。エネルギー大臣は、クリーンエネルギー技術へのエネルギー投資支援の重要性を強調しました。

再生可能エネルギー

再生可能エネルギーの高い成長可能性を鑑みて、エネルギー取り込み方策とその課題が大臣間で話し合われました。新たな「再生エネルギー開発に関する自発的選択肢のG20ツールキット」が採択され、IRENA (国際再生可能エネルギー機関）とその他国際機関の支援のもとで作成されました。このツールキットは、再生可能エネルギーの取り込みを推進するための今後の取り組みへの選択肢となります。

エネルギー効率：

会合では、昨年採択された新しい「G20エネルギー・アクセス・アクションプラン：エネルギー・アクセスに関する自発的提携」のもとで2015年に遂げられた重要な進歩がIPEEC（国際省エネ協力パートナーシップ）によって紹介されました。エネルギー大臣は、輸送・建物・製品・金融・産業・発電に関するワークストリームを歓迎し、この取り組みを促進する重要性を強調しました。

G20 Energy Ministers Meeting Agrees on Inclusive Energy Collaboration

The first G20 Energy Ministers Meeting was held on October 2nd in Istanbul.

Moreover, the G20 High Level Conference on Energy Access in Sub-Saharan Africa

was organized on October 1st.

     Ministers focused on inclusive energy collaboration for addressing the

energy challenges of today and those of the future, on the basis of the G20

Energy Principles agreed last year.

     In line with Turkey's G20 Presidency's priorities of Inclusiveness,

Investment and Implementation, the following issues were addressed:

     Access to energy for all:

     Over 1.1 billion people live without access to electricity, many of which

are in Sub-Saharan Africa. Energy access is critical for sustainable

development as defined in the 2030 Agenda for Sustainable Development. As part

of the G20's contribution to this Agenda, a new "G20 Energy Access Action Plan:

Voluntary Collaboration on Energy Access" was adopted. The Plan, prepared with

the support of SE4All, African stakeholders and other IO's, focuses on

improving coordination, investment, regional integration and capacity building

with a special focus on Sub-Saharan Africa.

     Energy Investments in Light of Current Market Conditions:

     Energy investments account for a high share of the total investment needs.

According to the IEA, meeting the world's energy needs require $48 trillion

investment over the period to 2035. As energy investment decisions taken in

today's market conditions will affect market balances and environmental

outcomes in the future, it is crucial to monitor and assess the situation.

Energy Ministers emphasized the importance of supporting energy investments in

clean energy technologies.

     Renewable Energy

     Considering the high growth potential of renewables worldwide, Ministers

discussed the ways and means of increasing renewable energy uptake and the

challenges.  A new "G20 Toolkit of Voluntary Options on Renewable Energy

Deployment" was adopted, which was prepared with the support of IRENA and other

IO's. The Toolkit provides options for further work to enhance renewable energy

uptake.

     Energy Efficiency:

     During the Meeting, important progress achieved in 2015 under the "G20

Energy Efficiency Action Plan: Voluntary Collaboration on Energy Efficiency"

adopted last year was presented by IPEEC. Ministers welcomed progress under

workstreams on transport, buildings, products, finance, industry and

electricity generation, and emphasized the importance of taking this work

forward.
