*バングラデシュがデジタル決済への移行を加速し、さらなるファイナンシャル・インクルーション(金融包摂)に取り組む

バングラデシュ人民共和国政府は3日、国際組織ベター・ザン・キャッシュ・アライアンス(Better Than Cash Alliance)と新たに手を結び、国家構想のデジタル・バングラデシュ・ビジョン2021(Digital Bangladesh Vision 2021)に沿って、国内で現金決済からデジタル決済への移行を加速させると発表した。デジタル金融サービスがすべての人々に金融サービスへの有効なアクセスをもたらす持続可能な戦略であることが相次ぎ実証されており、今回の動きはファイナンシャル・インクルージョンを進める政府の取り組みを支えることにもなる。

政府の計画では、国民へのすべての社会保障費の支払い形態と、国民からのあらゆる公共サービス料金の支払い形態がデジタル化される。さらに国内外の送金とeコマース取引もデジタル化が可能になる。

デジタル決済の広範な普及によって経済を新しく構築することは、コストを減らし、透明性を高め、ファイナンシャル・インクルージョンと経済的インクルーシブ・グロース(包括的成長)を進める手段として、世界の多くの政府に認められてきた。

バングラデシュが取り組むさまざまな分野の中で、政府はより多くの国民に金融サービスを行き渡らせるのに必要なインフラストラクチャーを構築するための官民協力の推進を目指している。

アクセス・ツゥ・インフォメーション・プログラム(a2i)運営委員長を務めるアブール・カラム・アザド首相府(PMO)首席秘書官は「ベター・ザン・キャッシュ・アライアンスへの加入と、キャッシュからデジタル・ペイメントへの総体的な移行は、バングラデシュでインクルーシブ・グロースを創造する上での情報通信技術(ICT)の革新的役割を認識するためでもある」と述べた。首相府は国連開発計画(UNDP)と米国国際開発局(USAID)の技術的支援を得て、デジタル・バングラデシュ・ビジョン2021をa2iによって推進している。

アブール・カラム・アザド氏は「国内すべての地方、都市部の自治体施設に設置された5000以上のデジタル・センターを通して、われわれはファイナンシャル・インクルージョンをしっかりと促進することに努力する。こうしたセンターは現在、平均して毎月450万人のサービスが届きにくい人々に対し、60件以上の各種デジタルサービスへのアクセスを提供している。センターを運営する起業家を2人に1人の割合で女性にすることで、ジェンダーに配慮したサービス環境を整えたい」と説明した。

ベター・ザン・キャッシュ・アライアンスは政府、企業、国際組織の連合体で、国連に本部を置き、インクルーシブ・グロースを広げて人々が貧困から抜け出すのを助けるため、現金決済からデジタル決済への移行を促進している。バングラデシュはアライアンスへの加入で、他の国と協力して他国から学び、他国の教訓を国家転換の効率性や透明性の改善に役立てることができる。

Making Digital Bangladesh Vision 2021 a Reality, Government Joins the Better Than Cash Alliance

- Bangladesh commits to further national financial inclusion by accelerating

the transition to digital payments

Aligned with the nation's Digital Bangladesh Vision 2021, the Government of the

People's Republic of Bangladesh today announced it will accelerate its

transition from cash to digital payments, marked by a new partnership with the

Better Than Cash Alliance. With mounting evidence that digital financial

services are a sustainable strategy to deliver effective access to financial

services for all citizens, the move also supports the Government's efforts to

advance financial inclusion.

The Government plans to digitize all forms of social safety payments to

citizens, and all forms of fees that citizens make to the Government for

services. In addition, it will enable the digitization of domestic and

international remittances and financial transactions for e-commerce.

Around the world, creating an economy where digital payments are widely

available is gaining recognition from many governments as a means to reduce

costs, increase transparency and in turn, advance financial inclusion and

inclusive economic growth.

Among the various aspects of the Bangladesh commitment, the Government will

look to advance public and private sector collaboration to build the necessary

infrastructure to reach more citizens with financial services.

"Joining the Better Than Cash Alliance and committing to a holistic transition

from cash to digital payments is part of our recognition of the transformative

role of information and communication technologies in creating inclusive growth

in Bangladesh," said Mr. Abul Kalam Azad, Principal Secretary of the Prime

Minister's Office (PMO) and Chair of the Steering Committee for Access to

Information Programme (a2i). The PMO is leading the Digital Bangladesh Vision

2021 agenda of the Government facilitated by a2i with technical assistance from

the United Nations Development Programme (UNDP) and the United States Agency

for International Development (USAID).

"Our effort will focus specifically on achieving greater financial inclusion

through our more than 5,000 Digital Centres that were established in all rural

and urban local government institutions around the country," said Mr. Abul

Kalam Azad. "These Centres already provide an average of 4.5 million

underserved citizens with access every month to a wide array of more than 60

digital services. By mandating that one of the two entrepreneurs managing these

Digital Centres is a woman, we ensure a more gender-sensitive service delivery

environment."

Based at the United Nations, the Better Than Cash Alliance is a partnership of

governments, companies, and international organizations that accelerates the

transition from cash to digital payments in order to drive inclusive growth and

help people lift themselves out of poverty. Bangladesh's membership with the

Alliance will allow it to collaborate with and learn from other countries and

apply those learnings to improve the efficiency and transparency of the

national transition.

Vision 2021 agenda, and has already achieved impressive progress with the

provision of salaries to government employees all over the country via digital

have access to the knowledge and technical expertise offered by the Alliance

and its members to accelerate the shift to digital payments, helping to advance

economic growth and expand financial inclusion to all citizens of Bangladesh.
