銀聯国際が「一帯一路」沿いの諸国で集中的なカード事業拡大

【上海2015年5月29日新華社＝JBN共同通信】中国の「一帯一路構想」支援にコミットした決済ネットワークである銀聯国際（UnionPay International）は、キルギスタン、トルコおよびパキスタンを含む「一帯一路」諸国の金融機関との提携を集中的に発展させてきたことに続き、このほど、カザフスタンのHalyk Bank（ハリーク銀行）との協力をさらに深め、同構想に対する貢献をさらに進めている。

同社は5月27日、Halyk Bankとの間で深化した協力関係が実現され、両社は今後カザフスタンにおけるカード発行、革新的なサービス、中国におけるカザフ人学生に対する財政支援などでさらに結びつきを密接にすると発表した。

銀聯国際のツァイ・ジェンボー最高経営責任者（CEO）は「当社は中国とカザフスタンの間で高品質な支払いサービス、経済および人的な交流を行うことで『一帯一路構想』を支援している。さらに当社は一方通行ではなく、双方向のコミュニケーションを支持する」と述べた。

昨年来、銀聯国際はカザフスタンにおける銀聯カード受け入れ先を急速に増加させてきており、同国ATMの約70%、商店の50%をカバーするにいたっている。Halyk Bankはカザフスタンで最初に銀聯カード関連ビジネスを始めた金融機関で、すでに同行取り扱いの全てのATMおよび商店で銀聯カードの受け入れが実現している。

ツァイCEOは「Halyk Bankとの協力の深まりは『一帯一路』沿いの諸国における銀聯カード事業開発にとって良い見本になる。将来とも、この構想実現に貢献するため、当社は引き続き現地金融機関との協力を拡大する考えだ」と述べた。

Halyk Bankウムット・シャイフメトバ頭取は、銀聯カードはカザフスタン内で使えるだけでなく世界150以上の国や地域をカバーする世界的な銀聯ネットワークで使えるため、同行顧客にとって大きな価値を持つものだと述べた。頭取によれば、同行はすでに銀聯との提携カードを約20万枚発行している。さらに同行は2016年末までに合計110万枚を発行する計画である。発行されたカードの90%以上が国内居住者向けで、すべてのカードがICカードになっているため、同行の支払いシステムはさらに安全なものになっている。

「一帯一路」構想沿いの諸国における銀聯カードの受け入れ環境は急速に向上しており、同構想に関わる60カ国のうち、約50カ国が銀聯カードを受け入れている。

5月初めには、キルギスタン最大の銀行OPTIMA Bank（オプティマ銀行）が銀聯国際との提携を通じて銀聯カードの発行を始め、3月にはトルコ最大の銀行カード発行母体であるGaranti Bank（ギャランティ銀行）が同行初になる銀聯カードを発行しており、さらいその前の1月には銀聯国際とパキスタン最大の銀行HBLが共同でカード発行と革新的な支払いシステムの面で協力を深めると発表している。

UnionPay International Sees Intensive Expansion along the "Belt and Road"

Committed to providing support to China's "Belt and Road Initiative", UnionPay

International is making another contribution by entering deepened cooperation

with Halyk Bank of Kazakhstan following intensive recent developments that see

the payment network's partnerships with institutions in the "Belt and Road"

countries including Kyrgyzstan, Turkey and Pakistan.

The company announced on May 27 deepened cooperation with Halyk Bank was

realized and the two sides will see closer ties in card issuance in Kazakhstan,

innovative services and financial support for Kazakh students in China.

"We are supporting the 'Belt and Road Initiative' by providing quality payment

services for economic and personnel exchanges between China and Kazakhstan. And

we support two-way communications rather than single-way," said Cai Jianbo, CEO

of UnionPay International.

Since last year, UnionPay International has rapidly increased the UnionPay card

acceptance coverage in Kazakhstan to cover about 70% of local ATMs and over 50%

of merchants. As the first institution in Kazakhstan to carry out UnionPay card

businesses locally, Halyk Bank has enabled UnionPay card acceptance by all its

ATMs and merchants.

"The deepened cooperation with Halyk Bank provides a good example for UnionPay

card business development along the 'Belt and Road' areas. In the future, we

will continue to expand cooperation with local institutions to contribute to

the implementation of the initiative," Cai said.

Umut Shayakhmetova, president of Halyk Bank, said UnionPay cards cannot only be

used in Kazakhstan but also are accepted by the global UnionPay network that

covers more than 150 countries and regions, and this brings great value to the

bank's customers.

She said the bank has issued around 200,000 co-branded cards with UnionPay.

Before the end of 2016, it will issue more than 1.1 million such cards. More

than 90 percent of the cards were issued to local residents and all the cards

are chip-based, which brings more security for the payment system.

The UnionPay card acceptance environment along the "Belt and Road" improves

rapidly, with around 50 of the more than 60 countries involved in the

initiative accepting UnionPay cards.

Earlier this month, Kyrgyzstan's largest bank OPTIMA Bank begins to issue

UnionPay cards through cooperation with UnionPay International; In March,

Turkey's largest bankcard issuer Garanti Bank issued the first UnionPay card;

In January, UnionPay International and Pakistan's largest bank HBL jointly

announced to deepen cooperation in cards issuance and innovative payment.
