＊第1回ナレッジ会議はアラブ世界のナレッジを測定するためArab Knowledge Index作成の作業開始を発表

アラブ首長国連邦（UAE）のドバイで7日から開催されている国際的なナレッジに関する会議で、アラブ世界におけるナレッジとその普及が注目の的になっている。この第1回ナレッジ会議は、ナレッジ普及の先頭に立っているMohammed bin Rashid Al Maktoum Foundation（ムハンマド・ビン・ラシド・マクトム財団、MBRF）が主催しており、ナレッジに関するインフルエンサー、専門家、関係者を一堂に集め、アラブ地域におけるナレッジ運動に新しい勢いを与える。

MBRF理事長のジャマル・ビン・フアイレブ氏は「第1回ナレッジ会議で、経験や最優良事例を紹介するともに推奨事案や革新的ソリューションを披露しあうことによって、アラブ世界の科学的、技術的研究を発展させるロードマップになる」と語った。

同会議における著名な講演者には、ワールド・ワイド・ウェブ（WWW）の考案者であるティム・バーナーズ・リー氏、オンラインの非営利百科事典であるウィキペディアの共同創立者でプロモーターのジミー・ウェールズ氏が含まれている。

ティム・バーナーズ・リー氏は同会議の講演で次のように指摘した。「インターネットはナレッジの普及を通して人類に奉仕するプラットフォームとして、世界の隅々まで到達する必要がある。今日、世界の大半の人々はいまだにインターネットにアクセスしていない。ウェブにアクセスできる人々は力を得ているが、インターネットの普及範囲を拡大するのはすべての人の責任である」

第1回ナレッジ会議ではまた、アラブ世界の若者の統合とナレッジの現地化に焦点を当てたArab Knowledge Report 2014が発表された。これはMBRFと国連開発計画（UNDP）アラブ局の共同イニシアチブによるもので、3回目となる今回の年次報告では、アラブ世界におけるナレッジ分野での大きなギャップを浮き彫りにしている。また報告はUAE、チュニジア、ヨルダンに特徴的に見られるアラブ世界の女性の大学進学の増加といういくつかの興味深い事実にも光を当てている。

会議はティム・バーナーズ・リーとジミー・ウェールズ両氏によるナレッジ普及のための最大のプラットフォーム構築の努力を顕彰し、両氏に第1回ムハンマド・ビン・ラシド・マクトム賞を授与した。副賞100万米ドルはこの種の賞として最高額で2氏で分けられる。

同会議はまた別のイニシアチブとして、Arab Knowledge Indexの作業開始を発表した。これはアラブ世界におけるナレッジを測定する実用的ツールになるよう設計されている。このインデックスによって、意思決定者、専門家、研究者が開発計画と政策の形成をガイダンスするにあたり、アラブコミュニティーにおけるナレッジの正確かつ実用的な情報を提供できるようになる。

Major Conference Puts the Spotlight on Knowledge Development in Arab World

- First Knowledge Conference announces start of work on Arab Knowledge Index to

measure knowledge in the Arab world

Knowledge and its dissemination in the Arab world have come under intense focus

for the first time in the region as an international knowledge event got under

way in Dubai yesterday. Organized by the Mohammed bin Rashid Al Maktoum

Foundation (MBRF), a leader in the dissemination of knowledge, the First

Knowledge Conference has brought together knowledge influencers, experts and

stakeholders under one roof, giving a new momentum to the knowledge movement in

the region.

"The exchange of experiences and the introduction of best practices as well as

recommendations and innovative solutions at the First Knowledge Conference will

serve as a road map to the development of scientific and technological research

in the region," said Jamal Bin Huwaireb, Managing Director of MBRF.

Notable speakers at the conference include Sir Tim Berners-Lee, inventor of the

World Wide Web, and Jimmy Wales, co-founder and promoter of the online

non-profit encyclopedia Wikipedia.

Addressing the conference, Sir Tim Berners-Lee, said: "As a platform that

serves humanity through knowledge dissemination, the internet must reach all

parts of the world. Today, majority of the people in the world still do not

have access to the internet. While those who have access to the web are

empowered, it is the responsibility of all to help extend the reach of the

internet to everybody," Sir Berners-Lee told the conference.

The First Knowledge Conference also witnessed the launch of the Arab Knowledge

Report 2014, a joint initiative of the MBRF and the Arab Bureau in the United

Nations Development Programme, focusing on the integration of youth and the

localization of knowledge in the Arab world. The annual report, which is the

third in its series, has highlighted this year the huge gap in the knowledge

field in the region. At the same time, the report sheds light on some

interesting findings such as the increasing female academic presence in the

Arab countries, most notably in the UAE, Tunisia and Jordan.

The conference honoured Sir Tim Berners-Lee and Jimmy Wales with the first

Sheikh Mohammed bin Rashid Al Maktoum Knowledge Award for their efforts to

build the largest platforms in knowledge dissemination. The award, worth US$ 1

million, is the highest award of its kind and was split between the two winners.

In another key initiative, the conference announced that start of work on the

Arab Knowledge Index, which has been designed as a practical tool to measure

knowledge in the Arab world. The index will provide accurate and practical

information about the status of knowledge in the Arab communities to

decision-makers, experts and researchers, to offer guidance in the formulation

of development plans and policies.
