ゲイツ財団がエボラ出血熱への緊急対応支援に5000万ドルの寄付

【シアトル2014年9月11日PRN＝共同通信JBN】ビル＆メリンダ・ゲイツ財団（Bill & Melinda Gates Foundation）は11日、西アフリカでのエボラ出血熱の広がりを抑え、ウイルスの伝染を阻止する緊急努力の規模拡大を支援するため、5000万ドルを寄付すると発表した。

同財団は直ちにフレキシブルなファンドをこの対応に関与している国連機関、国際機関に譲渡し、これら機関と各国政府が緊急に必要とされている補給物資を購入し、感染諸国での緊急活動を拡大できるようにする。さらに、同財団は官民セクターのパートナーと協力して、患者の治療、病気の伝染拡大の予防に効果のある治療法、ワクチン、診断法の開発を加速する。

これまでにゲイツ財団はエボラ出血熱との戦いに1000万ドル以上の寄付をしており、これには緊急活動と研究開発評価のための世界保健機関（WHO）に対する500万ドルと、不可欠な医療補給物資を購入し、対応活動を調整し、危険にさらされているコミュニティーに生命を救う保健情報を提供しているリベリア、シエラレオネ、ギニアにおける努力を支援するための「ユニセフ（国連児童基金）のための米国基金」に対する500万ドルが含まれている。このほかに200万ドルが偶発事象管理、治療、健康ケア・システム強化を支援するために疾病管理予防センターに直ちに寄付される。

8月にナイジェリアが現在の危機に反応し、同財団とダンゴート財団からの支援を受けてラゴスに緊急活動センター（EOC）を開設した。全国ポリオ計画から得た専門知識と教訓を活用してEOCは、ウイルスのまん延を封じ込めるための連邦政府、州政府の積極的な活動の中心になっており、この迅速な行動がより広範囲の流行拡大を抑える助けになっているのではないかという慎重な楽観論もある。

追加寄付が実施されたら同財団は現地活動、エボラ出血熱の薬、ワクチン、診断薬の研究開発に対する資金提供の約束の詳細を明らかにする。

Gates Foundation Commits $50 Million to Support Emergency Response to Ebola

    The Bill & Melinda Gates Foundation today announced that it will commit $50

million to support the scale up of emergency efforts to contain the Ebola

outbreak in West Africa and interrupt transmission of the virus.

    The foundation will immediately release flexible funds to United Nations

agencies and international organizations involved in the response to enable

them and national governments to purchase badly needed supplies and scale up

emergency operations in affected countries. In addition, the foundation will

work with public and private sector partners to accelerate the development of

therapies, vaccines, and diagnostics that could be effective in treating

patients and preventing further transmission of the disease.

    "We are working urgently with our partners to identify the most effective

ways to help them save lives now and stop transmission of this deadly disease,"

said Sue Desmond-Hellmann, CEO of the Gates Foundation. "We also want to

accelerate the development of treatments, vaccines and diagnostics that can

help end this epidemic and prevent future outbreaks."

    To date, the Gates Foundation has committed more than $10 million to fight

the Ebola outbreak, including $5 million to WHO for emergency operations and

R&D assessments and $5 million to the U.S. Fund for UNICEF to support efforts

in Liberia, Sierra Leone and Guinea to purchase essential medical supplies,

coordinate response activities, and provide at-risk communities with

life-saving health information. An additional $2 million will also be committed

immediately to the Centers for Disease Control and Prevention to support

incident management, treatment, and health care system strengthening.

    In August, Nigeria responded to the current crisis by opening an Emergency

Operations Center (EOC) in Lagos, with support from the foundation and the

Dangote Foundation. Leveraging expertise and lessons from the national polio

program, the EOC has been at the center of an aggressive push by the federal

and state governments to contain the spread of the virus, and there is cautious

optimism that this prompt action may have helped avert a broader outbreak.

    As additional grants are made, the foundation will provide further details

on its funding commitments to on-the-ground operations and to research and

development for Ebola drugs, vaccines, and diagnostics.
