【ソウル2014年8月12日PRN=共同JBN】経済産業省・資源エネルギー庁資源・燃料部石油・天然ガス課の南亮課長は、ソウルで10月21-22日開催される第12回年次FLNGアジア太平洋サミット（FLNG Asia Pacific Summit）で日本政府の政策に関する基調演説を行う。

世界初のプレリュードFLNG（洋上浮体式液化天然ガス生産・貯蔵・積出施設）プロジェクトを通じて天然ガスを購入するという国際石油開発帝石（Inpex Corp）、東京電力、静岡ガス3社間の最近の取引合意後、FLNGは日本のLNG（液化天然ガス）需要を緩和する実行可能な選択肢と見なされるようになった。

さらに、標準的な海洋ガス田は現在、小規模な沿岸部FLNG開発を通じて利用され、収益化できるようになっている。それは業界で広く受け入れられるようになっており、ExmaとPacific Rubiales Energy両社のPacific Rubiablesプロジェクトが2015年第2四半期に運用を開始する予定である。

しかしながらFLNGプロジェクトで行動を起こす際の最大の障害の1つは、リスクの広がりと性能保証に対するオフテーカー（引き取り手）、投資家、モレキュラー（石油・天然ガスの炭水化物、化学物質混合物）・プロバイダー、造船所、EPC（設計・調達・建設）間の意思の疎通と対話の欠如である。さらに、最新テクノロジーの実行に対する標準規格、基準の欠如によって、その道は多くの困難が待ち受けている。

石油事業者、規制当局者、オフテーカー、さらにはKBR、Exmar、Hoegh FLNG、MODEC、Bumi Armada、Black and Veatch、WorleyParsonsとともにシェルの元経営者など主要出資者は、これらの問題を克服し、深い意思疎通を図るためにサミットに参加して、業界が前進するために重要な円卓会議を開く。

中小規模のFLNG経済（性）、成功するFLNG遂行、コンセプトから（炭化水素自測定の）水素炎イオン化検出器（FID）への移行を含む主要な問題がサミットの協議対象となり、Exmarのポール・ヤング最高マーケティング責任者（CMO）、Next Decadeのレネ・ファン・フリート最高プロジェクト責任者（CPO）、KBRのアンドルー・ルースFLNGプログラムマネジャーら有力プレーヤーが会議を主導する。

Japanese Government to Evaluate FLNG options at the FLNG Asia Pacific Summit

    Ryo Minami, Director of Oil and Gas, at Japan's Ministry of Economy, Trade

and Industry (METI) will be delivering a keynote address on the Japanese

government's policies for LNG demand and development and its impact on FLNG

projects at the FLNG Asia Pacific Summit on 21-22 October in Seoul.

    Following the recent deal between Inpex Corp and Tokyo Electric Power

Company and Shizuoka Gas Company to purchase gas from the former via the

world's first FLNG Prelude project, FLNG has been seen as a viable alternative

to ease LNG demand in Japan.

    In addition, stranded gas fields offshore can now be accessed and monetised

through small and near-shore FLNG developments, a trend that is gaining ground

in the industry, with Exmar/Pacific Rubiales Energy's Pacific Rubiables project

set to go into operation in the second quarter of 2015.

    One of the biggest obstacles to moving forward with FLNG projects however,

includes the lack of interaction and dialogue between offtakers, molecule

providers, financiers, shipyards and EPCs over the spreading of risks and

performance guarantees. In addition, with the lack of a code of standards and

benchmarks for the execution of novel technology, the path remains fraught with

many challenges.

    To overcome these and facilitate in-depth interaction with oil operators,

regulators and offtakers, key stakeholders including KBR, Exmar, Hoegh FLNG,

MODEC, Bumi Armada, Black and Veatch, WorleyParsons, as well as former senior

executives from Shell will be participating at the Summit, to engage in

critical roundtable discussions to move the industry forward.

    Key issues including small-mid scale FLNG economics, successful FLNG

execution and moving from concept to FID will be covered and hosted by leading

players including Paul Young, Chief Marketing Officer from Exmar, Rene Van

Vliet, Chief Project Officer, Next Decade and Andrew Loose, FLNG Programme

Manager, KBR.

    The Summit will also be the first time that regional regulators such as

Japan's METI will be presenting, highlighting the importance of bringing

together all stakeholders together to understand the future of FLNG projects

and its impact on LNG demand regionally and globally.
