【ベンガジ（リビア）2013年11月21日PRN=共同JBN】Independent Libya Foundation（独立リビア基金）創設者でリビア暫定国民評議会（NTC）特使でもあるバシット・イグテ（Basit Igtet）氏はこのほど、リビア人民の祖国再建に役立とうと、野心的な「リビアのためのプラン（A Plan for Libya）」を公表した。ビジネスマンのイグテ氏は現政権がリビア人民とのつながりを持っていないという意見を表明しており、清新でダイナミックなリビア国家を構成する一部になりたいと望んでいる。

イグテ氏のプランは現在から2015年までの間に機能的な国家の基本条件を確保することを目的としている。カギとなる諸要件には下記が含まれる。

＊国民和解のコンセプトに注目し、それを礎とする。

＊非正規民兵の手から武器を取り上げる。

＊公正かつ効果的な司法システムを構築することによって国内における信認を回復する。

＊優れた統治と健全な財政管理によって国際的な信認を回復する。

＊エジプトやチュニジアに難を避けた人々を故国に呼び戻すことによって、賠償措置を実施し、家族を再結合させる。

＊革命の最中に破壊された住居を再建し、公共サービス、なかんずく電力部門と給水部門を改善する。

＊リビアのインフラ（産業基盤）を再建する中で民間セクターに関与していく。

＊石油精製施設から民兵を撤収させることによって、リビアの主要収入源である石油生産を回復する。

＊教育水準の向上を促し、十全に機能する保険システムを創出する。

イグテ氏は「革命以来、ほとんど何も変わっていない。わが国の中央政府は崩壊し、われわれは汚職のまん延、透明性の消失、住むところを追われた市民、安全と治安の懸念、内部抗争と私兵団、貧弱なインフラを抱え、さらには国際社会から敬意を払ってもらっていない。機能する経済が無ければ、わが国の治安はたもてない。治安がなければ、未来も無いのだ。私の目的は、リビアの人民が安全で不安のない未来を建設するのを助けることだが、それはよく機能する政府を樹立するかどうかにかかっている」と述べている。

バシット・イグテ氏（43）はリビア国籍。土木建設、船舶・航空機設計の分野にビジネス上の利害関係を持つ。同氏は2011年、「独立リビア基金（Independent Libya Foundation）を創設、リビアにおける反政府運動を支援し、世界的な支援と国民評議会（NTC）をリビア唯一の合法的行政体として認めることを求めてきた。同年、彼は北米・南米地域で人道的援助を要請するNTC特使に任命された。

Basit Igtet Sets Out Plan To Restore Libya

Basit Igtet, the Founder of the Independent Libya Foundation and a Special

Envoy to the Libyan National Transitional Council, has published an ambitious

"Plan for Libya" to help the Libyan people rebuild their country. Mr. Igtet, a

businessman who describes the current leadership as disconnected from the

Libyan people, wants to be an integral part of a new and dynamic Libya.

Mr. Igtet's plan aims to deliver the basics of a well-functioning state between

now and 2015. Key elements include:

-- Focus and build on the concept of reconciliation

-- Remove the weapons from the hands of the irregular militias

-- Restore internal confidence by instituting a fair and effective justice

system

-- Restore international confidence in Libya by implementing good governance

and sound financial controls

-- Make reparations and reunite families by bringing home those who were

displaced to Egypt and Tunisia

-- Rebuild homes destroyed during the revolution and develop better public

services, in particular power and water

-- Engage with the private sector in restoring Libya's infrastructure

-- Restore Libya's oil production, Libya's main source of revenue, by

withdrawing the militia from the oil refineries

-- Promote higher standards of education and create a fully functioning

healthcare system.

central government with high levels of corruption, no transparency, displaced

citizens, safety and security concerns, infighting and local militias, poor

future, which is dependent on establishing a well-functioning government."

of civil engineering, maritime and aviation design. In 2011, he founded the

Independent Libya Foundation to support the rebel movement in Libya and to gain

worldwide support for and recognition of the National Transitional Council
