◎中国・南湖のNanhu Country Village計画が第1回「未来都市」賞を受賞

【北京2013年11月21日PRN＝共同JBN】Skidmore, Owings & Merrill（SOM、スキッドモア・オーウィングス・アンド・メリル）とJiaxing Alliance Development Corp.（嘉興世合新農村開発有限公司）は、Nanhu Country Village（南湖郷村）プロジェクトがPaulson Institute・中国国際経済交流センター（CCIEE）の「Prize for Cities of the Future（未来都市賞）」の第1回受賞者となったと発表した。SOMは2011年、SWA Group、Sherwood Design Engineers、AECOM Economicsと協働してNanhu Country Village Master Plan（南湖新農村総合計画）を完成させた。

Prize for Cities of the Futureは、Nanhu Country Village計画が中国における先進的な持続性プロジェクトであり、創造的かつ効果的なエコロジカル開発のためのソリューションを提示していると認定した。SOMのプランは21世紀の住み良いコミュニティーづくりのため、最新農業技術と持続性を持つ生産基盤を統合するものである。同計画は農耕地の重要性を認識し、新農村が農耕地を圧迫せずに建築密度を高めることが可能にしようとしている。

対象1100ヘクタールのうち700ヘクタール余は利用可能耕地として維持されることになり、その生産物は域内の大都市の上海、杭州、蘇州の住民約8000万人の食糧補給に役立つ。この総合計画は農業の生産性を改善するばかりではなく、行き止まりの運河を撤去し、汚水をろ過して浄化する棚田式のバイオスウェールや湿地のシステムを開発することによって水質を改善する。

有機農場の第1フェーズではすでに2年にわたる作業が行われた。この農場は持続性農法と新しいテクノロジーを併用して建設されたものだが、次世代農業者の訓練事業も進めている。第1フェーズの居住区開発は2013年9月に着工した。

授賞式は11月7日、北京でPaulson InstituteとCCIEEが共催した「Cities of the Future: Urban Sustainability of Modern China（未来都市：現代中国都市の持続的発展）」セミナーの中で行われた。元米財務長官でゴールドマン・サックス最高経営責任者（CEO）であるヘンリー・M・ポールソン・ジュニア氏とCCIEE顧問を務める徐匡迪・中国人民政治協商会議第10期全国委員会副主席が淅江省嘉興市の趙樹梅副市長に賞を手渡した。リチャード・デーリー元シカゴ市長が都市問題と持続性問題の世界的な専門家で構成する審査委員会の長を務めた。

ポールソン氏は「この賞は革新的かつ持続的なソリューションを発展させるためのインセンティブの1つであるとともに、米中両国のコラボレーションを促すものである。この賞の目的は、経済界、政界、その他の分野の指導的人物が現前する課題に向けて実践的な解決策を推進するよう督励することでもある」と述べた。

計画作成チームの長はSOMのエレン・ルー都市計画部門長であった。ルー女史は「『Nanhu Country Village計画』の設計構想は南湖とその近隣において無統制な（都市）拡大とスプロール化によって独自な特性が失われ、空間を欠くようになることに対処している。われわれは持続性に依拠する多様かつ複合効用的なコミュニティーを追求するビジョンを前進させるために、Jiaxing Alliance Development Corp.と一緒に仕事できたことを光栄に思う」と語った。

Jiaxing Alliance Development Corp.のアイリス・ティン設計部長は「中国ではほとんどの開発事業が巨大である。われわれはSOMに対して、人々が自分で歩いて田園気分を味わえるよう、もっと人間を尺度にしたプロジェクトの導入を支援してほしいと要請した。この地区は汚染がひどいのだが、SOMは川の水を実際にきれいにすることができるよう、人工築造の湿地をいかに利用するかの新情報を教えてくれた」と語った。

SOMのNanhu Country Village Master Planは2013年1月、アメリカ建築家協会（AIA）の2013年度部門賞を受賞した。

Design for Nanhu Country Village Awarded First "Prize for Cities of the Future"

Skidmore, Owings & Merrill (SOM) and Jiaxing Alliance Development Corp. are

pleased to announce that Nanhu Country Village was awarded the inaugural Prize

for Cities of the Future by the Paulson Institute and the China Center for

International Economic Exchanges. SOM completed the Nanhu Country Village

Master Plan in 2011 in collaboration with SWA Group, Sherwood Design Engineers,

and AECOM Economics.

The Prize for Cities of the Future recognizes Nanhu Country Village as a

leading sustainability project in China that offers a creative and effective

solution for ecological development. SOM's Plan integrates modern agricultural

techniques with sustainable infrastructure for a 21st-century livable

community. The Plan reorganizes farms so that the new village can increase in

density without putting stress on farmland.

More than 700 hectares of the 1,100 hectare site will be maintained as working

farms with produce to help feed the nearly 80 million residents of the region's

mega cities: Shanghai, Hangzhou and Suzhou. In addition to improving

agricultural productivity, the Master Plan improves water quality by removing

dead-end canals and developing a system of terraced bio-swales and wetlands

that filter and cleanse wastewater.

Phase 1 of the organic farm has been in operation for two years. Built with

sustainable farming methods and new technologies, the farm is also running

training programs for a new generation of farmers. Phase 1 housing development

broke ground in September 2013.

The award was presented November 7 in Beijing at the seminar "Cities of the

Future: Urban Sustainability of Modern China" hosted by the Paulson Institute

and CCIEE. Former US Secretary of the Treasury and Chairman and CEO of Goldman

Sachs Henry M. Paulson Jr. and Xu Kuangdi, Adviser for CCIEE and Vice Chairman

of the 10th National Committee of the Chinese People's Political Consultative

Conference presented the award to Zhao Shumei, Vice Mayor of Jiaxing. Former

Chicago mayor Richard M. Daley chaired the Jury Committee comprising global

experts on urbanization and sustainability.

Mr. Paulson said, "This prize provides an incentive for developing innovative,

sustainable solutions and promotes collaboration between China and the US. It

is about encouraging leaders - economic, political, and otherwise, to push for

practical solutions to real challenges."

The design team was led by Ellen Lou, SOM City Design Practice Director. "Our

design for Nanhu Country Village addresses the uncontrolled growth and sprawl

around Nanhu, neighborhoods with no unique character and a lack of open space,"

said Ms. Lou. "We are honored to have worked with Jiaxing Alliance Development

Corp. to advance a vision for a diverse, mixed-use community based on

sustainability."

"In China, most developments are really big. We asked SOM to help us introduce

a more human-scaled project so that people can walk and have that village

feeling. This area is quite polluted, and SOM has given us new information on

how to do a constructed wetland so that we can actually clean the river water,"

said Iris Ting, director of the design department of Jiaxing Alliance

Development Corp.

SOM's Master Plan for Nanhu Country Village received a 2013 Honor Award from

the American Institute of Architects in January 2013.
