【イスタンブール（トルコ）2013年3月25日PRN=共同JBN】サンクトペテルブルク国際経済フォーラム（St. Petersburg International Economic Forum、SPIEF）とトルコ商工会議所（Turkish Industry and Business Association、TUSIAD）との合同会議が3月21日、ロシアとトルコから200人余りの参加者を集めてトルコ・イスタンブールで開かれた。この行事は「トルコとロシア－地域開発推進のための経済統合」と呼称された。会議はトルコ政府エネルギー・天然資源省のセラハティン・シメン次官補、ロシア連邦政府経済発展省のイゴール・コバル投資政策・官民提携開発局長の特別講演で始まった。会議はフィナンシャル・タイムズのトルコ特派員ダニエル・ドンビー氏が司会を務めた。

会議の参加者は両国のビジネス活動の経験を共有し、相互投資のこれまでにない成長に言及し、ロシアとトルコ間の長期的協力の優先分野を設定した。

ロシアに対するトルコの投資を考慮して、参加者はロシアがより予測可能な市場になり、ロシア企業が特にエネルギー部門でトルコに投資する決定をしていることが確認された。

双方は貿易収支の意味からだけにとどまらず両国の貿易と投資を拡充する意味からも、全体的な関係を見なくてはならない。

両国には官僚主義がある程度存在しており、貿易と投資を容易にする意味から軽減されなければならない。

過去10年あるいは15年の間に、トルコとロシアはまさに世界的に見て2国間の結びつきを開発し、すばらしい弾みが生まれた。

われわれの経済関係の最もダイナミックな側面は、総合投資の開発である。それこそわれわれが特に関心を払う関係である。最大プロジェクトの一つは、トルコにおける原子力発電所の建設であり、ズベルバンク（ロシア貯蓄銀行、Sberbank）によるトルコの銀行買収でもある。

トルコのデニズバンク（DenizBank）は昨年、ズベルバンクによって41億米ドルで買収された。ロシアの歴史上これは、1回で行われたロシアの最大投資であった。

両国経済の間には非対称面があり、一方はエネルギー資源に富み、もう一方はエネルギー不足である。しかし、それは非常に補完的関係にある。だからそれは戦略的で非常に重要なステップである理由の一つである。われわれは当然なことだが互いのリスクを回避するので、私はズベルバンクがトルコに投資したと信じている。

重要なことは両国間の貿易だけでなく、投資もそうである。貿易はなお十分ではない。両国間がより緊密になるよう投資を促進しなければならない。貿易は投資よりはるかに容易である。貿易は製品とサービスが国境を超えるものであるが、投資は対象とする市場への投資が保護されるという確信の程度、ビジネスが成長し、投資回収率が実り、最終的には売却するかどこかほかの場所に投資することにどれほど確信が持てるかである。投資は貿易よりさらに決意に基づく長期的関係である。

ロシアへの進出を恐れる他国の投資家を見るにつけて、われわれは彼らに非常に良い橋渡しができると思う。われわれは彼らをロシアに招き、どうすればロシアでビジネスができるかを説明する。

われわれはトルコの請負業者が作業の半分を実施する原子力発電プラントの建設のためにだけ来たのではない。このように大きなプロジェクトは、建設技能やノウハウばかりか技術移転にも役立つ。トルコが期待しているのはそのことである。ロシアは単に発電所を建設し、電気を売るのではなく、技術を輸出する。

われわれは何らの問題も、障害もない。すべてが通常のビジネス手続きで解決され、この地域でのわれわれのプレゼンスに非常に前向きである。

パネル「トルコとロシア－地域開発推進のための経済統合」はサンクトペテルブルク国際経済フォーラム（St. Petersburg International Economic Forum、SPIEF）への準備段階で開催された。SPIEFは経済とビジネスの諸問題に関する年次サミットであり、主要なロシアと海外企業の最高経営責任者、国家元首、政治指導者らが参集する。SPIEF 2013は6月20-22日にサンクトペテルブルクで開催される。

Turkey and Russia - Economic Integration Driving Regional Development

     More than 200 attendees from Russia and Turkey took part in a joint

meeting of the St. Petersburg International Economic Forum and the Turkish

Industry and Business Association (TUSIAD), held in Istanbul on March 21, 2013.

The event was entitled 'Turkey and Russia - Economic Integration Driving

Regional Development'. The session began with special addresses by Selahattin

Cimen, Deputy Undersecretary of the Ministry of Energy and Natural Resources of

the Republic of Turkey, and Igor Koval, Director of the Department for

Investment Policy and Public-Private Partnership Development at the Ministry of

Economic Development of the Russian Federation. The session was moderated by

Daniel Dombey, Turkey Correspondent of the Financial Times.

    Participants in the discussion shared their experience of doing business in

both countries, noted an unprecedented growth in mutual investment and set out

the priority areas for long-term cooperation between Russia and Turkey:

    Thinking about Turkish investments in Russia we have seen that it has

become a more predictable market, and Russian business has decided to invest in

Turkey especially in the energy sector.

    We have to look at the relationships in its entirety, not only in terms of

balancing the trade, but also in terms of enriching trade and investments on

both sides.

    There is some degree of bureaucracy that will need to be reduced in terms

of making trade and investments easy on both sides.

    Within the last 10 or 15 years the Republic of Turkey and the Russian

Federation have developed ties on a bilateral basis really seen globally. A

great momentum has been created.

    The most dynamic aspect of our economic relations is the development of

mutual investments. It is something that we attach particular attention to. One

of the largest projects is the construction of the atomic power station in

Turkey and also the acquisition of the Turkish bank by the Russian Sberbank.

    DenizBank was acquired last year with 4.1 billion US dollars by Sberbank.

Throughout the history of Russia it has been the largest investment of Russia

in one shot.

    There is such an asymmetry between the two economies: one is energy rich,

another is energy hungry. But it is very complimentary. It is one of the

reasons why it is a strategic and very important step, I believe, that Sberbank

invested to Turkey, because we are naturally hedging each other.

    It is not only the trade between the two countries that is important, but

also investments. Trade is not enough. You have to foster investments to get

two countries closer together. Trade is much simpler than investments. Trade is

about goods and services crossing borders. Investment is about how confident

you are that your investments in a given market are protected, how confident

you are that you can grow your business, harvest returns, and ultimately take

cash out or sometimes invest somewhere else. This is more of a long term

relationships based decision than trade.

    When we look at investors from other countries that are afraid to go to

Russia, we believe that we are a very good bridge for them, we can take them to

Russia and explain them how to do business in Russia.

    It's not like we will just come and build a nuclear power plant - Turkish

contractors will do half the work. Such large-scale projects serve to transfer

not only construction skills or know-how, but also technology. That's what

Turkey needs. Russia will not simply build a power plant and sell electricity -

it will export technology.
